I think a lot about how these Marvel movies have integrated real-world history, but placed the evils of the USA firmly in the past. All those evil deeds were done because Hydra had infiltrated SHIELD, but now Hydra has been defeated and the USA is back to being the good guys that we were in WWII. It's perfectly in line with the sort of gestalt of the American square - at all times, Bad USA is in the past, Good USA is in the present.
